Position Title: Human Resources Specialist
Work Year: 12 Months
Hours/Days: 8 hours per day, 5 days per week
Daily Schedule: Monday - Friday 6:30 a.m. - 3:30 p.m.(hours can change based on department needs)

HUMAN RESOURCES SPECIALIST
JOB SUMMARY
Under the general direction of the Director of Human Resources or designee. To contribute to the efficient operation of the Human Resources Department through organization, management and maintenance of accurate records related to employee attendance and substitute assignments for district staff.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
- Manage district absence management system
- Maintains Absence Management system by entering all employees and substitutes into the system and regularly keeping the information updated.
- Monitor daily absences to determine need for substitutes; maintain district substitute employee lists; locate, contact, inform and assign substitutes based on identified location, hours and qualifications needed; process related paperwork, post absences, and maintain records; serve as a resource to District staff for the purpose of providing assistance with the absence management system, training for users, inputting requests for substitutes into the system, generating related payroll reports and verifying accuracy of data for the purpose of creating seamless staffing
- Verifies and processes requests from substitutes for mileage
- Receives inquiries into substitute procedures both in oral and written form.
- Acts as an information resource for substitutes and individuals looking for substitute
- Communicates with substitutes to assign unfilled absences and/or special and long-term assignments.
- Provides training and troubleshooting assistance for employees, substitutes, and campus users, including how to log in, how to create absences, and how to utilize the system in general for all employees and substitutes.
- Acts as a liaison between substitutes and sites/departments.
- Enters and/or edits employee absences to reflect accurate
- Creates campus user accounts for designated staff with proper approval and view rights for their site/department employee absences.
- Searches records and files to assist in preparation of reports and summaries related to
- Monitors various timelines, such as calendar updates, reports, system upgrades, substitute assignments, etc., to ensure required actions are completed in a timely manner.
- Performs a wide variety of responsible personnel and clerical duties related to all staff (e.g., answer telephones, take and relay messages as appropriate; courteously greet and screen visitors; direct callers and visitors to appropriate staff or departments) for the purpose of assisting the HR department and the district office.
- May provide assistance to Secretary II with volunteering and Live Scan scheduling

- Perform mathematical calculations using addition, subtraction, multiplication, and division;
- Compile and maintain accurate and complete records and reports;
- Understand and carry out oral and written instructions, policies and procedures;
- Communicate effectively in both oral and written forms;
- Establish and maintain effective work relationships with those contacted in the performance of required duties;
- Learn and follow the operations, procedures, policies, and requirements of the Human Resources Department;
- Handle all matters in a tactful, courteous, and confidential manner;
- Work independently and maintain high standards of workmanship;

EDUCATION AND EXPERIENCE
Education: Equivalent to graduation from high school.
Experience: Three (3) years of experience performing responsible clerical duties; OR one (1) year of experience at or equivalent to the level of Secretary II in the Hemet Unified School District. Type accurately at a rate forty-five (45) words per minute.
REQUIRED LICENSES AND/OR CERTIFICATES
If driving a vehicle is required in the course of work, the operator must possess a valid California Driver’s License and maintain possession of such license during the course of employment; have an acceptable driving record; and must be insurable at standard rates by the District’s insurance carrier and maintain such insurability.
PHYSICAL DEMANDS AND WORKING CONDITIONS
The physical requirements indicated below are examples of the physical aspects that this position classification must perform in carrying out the essential job duties and responsibilities of the position. Physical Demands: Sitting (up to continuously); stand, walk, bend, stoop, look up/down (occasionally); push, pull, twist, squat, climb stairs (infrequently); repetitive hand activities within close reach, such as keyboard, mouse, handwriting, files & phone (continuously); lift/carry office supplies up to 10 pounds (occasionally), to 30 pounds (infrequently); use vision, hearing and speaking.
Working Conditions: Office. Exposure to: inside/outside temperature swings, use of office equipment & supplies, proximity to alarms.
