Job Description

PURCHASING SPECIALIST

JOB SUMMARY

Under the general supervision of the Purchasing Agent, purchase goods, supplies, materials, equipment and services; perform the technical functions of the buying process; assist in the organization and coordination of the purchasing operation; prepare and maintain purchasing data and records; perform related work as required.

ESSENTIAL FUNCTIONS

  1. Purchase goods, supplies, materials, equipment and services;

  2. Review and make necessary changes to purchase requisition including better qualified suppliers;

  3. Assign purchase order numbers;

  4. Maintain vendor file;

  5. Prepare request for price quotations;

  6. Contact vendors and obtain bids and quotations, evaluate product quality and delivery time lines;

  7. Documents customer service issues;

  8. Assist requisitioners to maintain current vendor and supply listing;

  9. Purchase warehouse stock and assist in the management of warehouse inventory;

  10. Expedite and follow up on late or non-delivered items;

  11. Arrange the return or exchange of damaged or defective goods;

  12. Provide information on product source and availability;

  13. Resolve incorrect shipments and overdue orders for Warehouse receiving personnel;

  14. Keep detailed records of partial shipments received against purchase orders;

  15. Data entry of purchase requisitions/purchase orders on a daily basis;

  16. Verify account codes for items being purchased;

  17. Assist Accounting in resolving problems with invoices;

  18. Provide information pertaining to purchase procedures, operational guidelines, district policies and regulations to district staff and administration;

  19. Assist and counsel district staff and administrators in planning purchases, delivery and storage for opening new schools;

  20. Analyze and develop data using computerized database systems;

  21. Monitor and update the District’s asset inventory.

EMPLOYMENT STANDARDS

KNOWLEDGE AND ABILITIES

Knowledge of:

  1. Modern office methods and practices including filing systems, letter and report writing and standard office equipment operation, including use of computers and on-line purchasing and product search procedures.

  2. Telephone techniques;

  3. Correct English usage, spelling, grammar and punctuation;

  4. Policies, rules, organizations and functions of the Purchasing Department.

Ability to:

  1. Perform clerical and secretarial work of above average difficulty with accuracy and speed;

  2. Learn and interpret specific rules and policies and apply them with good judgment in a variety of procedural situations;

  3. Type at a net speed of 45 net wpm;

  4. Work co-operatively with coworkers/ customers (in person & by phone);

  5. Demonstrate good judgment & good problem-solving skills;

  6. Work autonomously; organize tasks,

  7. Set priorities & meet deadlines;

  8. Manage multiple tasks;

  9. Deal effectively with a wide variety of situations requiring diplomacy, friendliness, poise and firmness;

  10. Maintain confidentiality of privileged information;

  11. Understand and carry out oral and written directions;

  12. Establish and maintain working relationships with vendors or others contacted in the course of business.

EDUCATION AND EXPERIENCE

 

Education: High school diploma or general education degree (GED) including or supplemented by courses in computer operation or purchasing procedures, and possession of the knowledge and abilities listed above.

 

Experience:

  1. Three (3) years of experience performing purchasing, accounting or clerical duties; or

  2. Three (3) years of experience at or equivalent to the level of Accounting Technician II or Secretary III in the Hemet Unified School District.

PHYSICAL DEMANDS AND WORKING CONDITIONS

The physical requirements indicated below are examples of the physical aspects that this position classification must perform in carrying out the essential functions of the position.

 

Physical Demands: Sitting (continuously); stand, walk, bend, stoop, push, pull (occasionally); possible stairs; repetitive hand activities within close reach, such as keyboard, mouse, handwriting & file management (continuously); lift/ carry office supplies, up to 10 pounds (occasionally); use seeing, hearing and speaking.

 

Working Conditions: Indoors office setting; Exposure to: inside/outside temperature swings, moderate noise from office equipment; office dust and fumes or airborne particles.
