ASSISTANT DIRECTOR, FISCAL SERVICES
JOB SUMMARY
Under the general direction of the Director of Fiscal Services, the Assistant Director of Fiscal Services assists in leading, organizing, and managing the district's comprehensive financial operations. This single-position classification is distinguished by its primary, districtwide responsibility for central budgeting, fiscal reporting, position control management, and complex financial analysis. The incumbent plays a critical role in strategic financial planning, including the calculation and projection of the Local Control Funding Formula (LCFF) and the estimation of districtwide revenues and expenditures across all funds. Furthermore, this position provides high-level budget oversight, technical assistance to school sites, internal audits of Associated Student Body (ASB) programs, and management of district cash controls. The Assistant Director directly supervises assigned fiscal personnel and assumes full operational authority over the Fiscal Services department in the absence of the Director.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

Monitors and analyzes budget income, encumbrances, and expenditures to ensure that expenditures are equal to budget allocations;

Analyzes budget transfer requests, recommends approval, and approves transfer of budgeted funds in accordance with the established procedures;

Leads, manages, and oversees the district’s Position Control system;
-
Collaborates directly with Human Resources and Payroll to ensure the accuracy of staffing budget allocations, verify FTE assignments, and maintain fiscal alignment between personnel and district budgets;

Develops, compiles, edits, and approves a variety of fiscal reports for County and state agencies;
-
Provides consultation and training for school site and district administrative personnel to ensure understanding of fiscal processes;
-
Prepares special financial analyses and reports, or special projects as needed;

Assists the Director in comprehensive annual budget development, long-range fiscal planning, and year-end closing processes;

Monitors and analyzes categorical and grant income, encumbrances, and expenditures (e.g., Title funds, LCAP) to ensure strict compliance and that expenditures are equal to budget allocations;

Monitors accruals, including direct monitoring of accounts receivable; visits sites, conducts in-service workshops, and supports the Associated Study Body (ASB) internal audits; and

Supervises and evaluates accounting personnel;

Perform other related work as may be required.
EMPLOYMENT STANDARDS
KNOWLEDGE AND ABILITIES
Knowledge of:

Principles and practices of California public school and district accounting, including relevant laws within the Education Code and California accounting manuals;

Principles and procedures for accounting, fund accounting, and school district accounting, state and federal requirements, and finances;
-
District fiscal policies, organization, operations, and objectives;
-
Correct English usage, spelling, grammar, and punctuation;
Accounting and statistics are required for the preparation of reports, and principles of supervision and evaluation.
Ability to:

Interpret and implement complex governmental regulations and directives; operate computers and various office machines;

Assist in the development of the annual district budget for all funds;

Prepare complex financial reports, including analyses and recommendations;

Establish and maintain effective and cooperative working relationships with those contacted in the performance of duties;

Maintain the confidentiality of information used in labor relations or other personnel and fiscal processes;

Manage, supervise, and evaluate personnel performance.
EDUCATION / EXPERIENCE
Education: A bachelor's degree in accounting or a related field from an accredited institution is required.
Experience: Minimum of five (5) years of documented school and/or related accounting experience, including three (3) years of management experience.
REQUIRED LICENSES AND/OR CERTIFICATES

Possession of a valid and appropriate California Driver's License and maintain possession of such license during employment;

Have an acceptable driving record;
-
Must be insurable at standard rates by the District's insurance carrier and maintain such insurability during employment.
PHYSICAL DEMANDS AND WORKING CONDITIONS
The physical requirements indicated below are examples of the physical aspects that this position must perform in carrying out the essential functions listed above.
Physical Demands: Sitting for extended periods while working at a desk or computer; frequent use of hands and fingers for typing, writing, and handling documents or office equipment; visual acuity for reading financial documents, spreadsheets, and computer screens; ability to hear and communicate clearly in person, over the phone, or in virtual meetings; occasionally lifting or carrying office materials, typically up to 25 pounds; occasional walking, standing, and moving around the office or district sites; occasional bending, reaching, or crouching to retrieve documents or office supplies; occasional travel between district sites or for meetings, conferences, or training sessions.
Working Conditions: Primarily working in an office environment with standard office equipment; exposure to computer screens and related equipment for extended periods; frequent interaction with district staff, administrators, and external vendors; occasional travel to different school sites or district offices for meetings and training; work hours may include evenings or weekends during budget preparation or audit periods; adherence to deadlines, requiring occasional overtime during peak periods; maintaining confidentiality of sensitive financial information; and a collaborative work environment that requires teamwork and communication with various departments.Exposure to seasonal temperature variations, dust and wind, traffic, food preparation smells, and use of office equipment and desk supplies.
