Requirements

Education/Certification: Master's degree in education administration. Valid Texas superintendent certificate or other appropriate certification.

Special Knowledge/Skills: Thorough knowledge of school law, school finance, and curriculum and instruction. Ability to evaluate instructional programs and teaching effectiveness. Thorough knowledge of TIA program requirements and local designation system design. Ability to oversee district-wide assessment programs. Manage budget and personnel. Coordinate district functions. Ability to interpret and disaggregate data to inform instructional decisions. Ability to implement policy and procedures. Ability to promote student learning and achievement. Oversee instructional programs to ensure student achievement meets district, state, and national goals. Develop and facilitate professional development activities to increase student achievement. Knowledge of Response to Intervention (RTI) process. Thorough knowledge of the state assessment and academic accountability system. Thorough knowledge of College, Career, and Military Readiness (CCMR) criteria. Exceptional organizational, communication, public relations, and interpersonal skills.

Experience: Minimum of three (3) years of experience as a classroom teacher. Five (5) years of leadership experience in school administration preferred; high school experience preferred.

Job Description

Evaluate and provide leadership for the overall instructional program of the district. Responsible for the effective and efficient operation of the Curriculum and Instruction Department, including curriculum development and staff development.

Instructional and Program Management

1. Direct instructional and curriculum services to meet the needs of all students.

2. Plan, implement, and evaluate instructional programs in collaboration with teachers and principals, including learning objectives, instructional strategies, and assessment techniques.

3. Apply current research and student performance data to improve the content, sequence, and outcomes of the teaching-learning process.

4. Work with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis.

5. Involve instructional staff in evaluating and selecting instructional materials that meet student learning needs.

6. Ensure effective use of technology in the teaching-learning process.

7. Plan and allocate time, resources, and materials necessary to support the accomplishment of educational goals.

8. Ensure that district goals and objectives are developed using collaborative processes and problem solving techniques, as appropriate.

9. Participate in district-level decision-making to establish and review goals, objectives, and major instructional programs.

10. Actively support the efforts of others to achieve district goals and campus performance objectives, including academic excellence indicators.

11. Obtain and use evaluative findings, including student achievement data, to examine the effectiveness of curriculum and instructional programs.

12. Secure consultants, specialists, and other community resources to assist principals and instructional staff iin attaining educational objectives.

13. Provide effective staff development activities that incorporate the district mission, program evaluation outcomes, and input from teachers and other stakeholders.

District Improvement Planning & Strategic Leadership

14. Establishes, appoints, and facilitates the District Education Improvement Council (DEIC) in accordance with state requirements, ensuring membership reflects required stakeholder representation, including professional staff, parents, community members, and business representatives.

15. Leads the DEIC in conducting a comprehensive needs assessment, analyzing student performance data, and developing, reviewing, and revising the District Improvement Plan (DIP) to address identified areas of need and align with state and federal accountability standards.

16. Guides and supports campus principals in the formation and facilitation of Campus Site-Based Decision-Making (SBDM) committees to develop, implement, and monitor Campus Improvement Plans (CIPs) that are aligned with the District Improvement Plan and responsive to campus-level data.

17. Develops, implements, and manages the district's long-range strategic plan, including establishing measurable goals, timelines, and performance indicators; monitoring progress; and communicating outcomes to the Board of Trustees and community stakeholders.

18. Ensures alignment between the District Improvement Plan, campus improvement plans, and the strategic plan to create a coherent, district-wide framework for continuous improvement.

19. Reports regularly to the Board of Trustees on the status of district and campus improvement initiatives and progress toward strategic plan goals.

Teacher Incentive Allotment (TIA)

20. Provide district-level oversight and leadership for the development, implementation, and maintenance of the district’s Teacher Incentive Allotment (TIA) plan in accordance with Texas Education Code (TEC) §21.3521 and TEA guidelines.

21. Coordinate the design and continuous improvement of a local teacher designation system that meets TEA requirements for recognizing Recognized, Exemplary, and Master teachers based on student outcome data and classroom observations.

22. Ensure the district’s TIA plan includes a statistically rigorous, valid, and reliable evaluation system that uses multiple measures of teacher effectiveness, consistent with TEA’s approved methodology and state requirements.

23. Collaborate with campus principals and instructional coaches to ensure consistent, high-quality implementation of the teacher designation process, including calibration of evaluators and fidelity of observations.

24. Oversee the collection, management, and submission of all data required for TIA designation decisions, including student growth measures, value-added data, and observation scores, in compliance with TEA data standards.

25. Work with the business office to budget, track, and distribute TIA allotment funds appropriately, ensuring that designated teachers in high-need campuses receive allotments as required by law and in accordance with the district’s approved spending plan.

26. Ensure compliance with all TIA reporting requirements, including annual submissions to TEA, maintenance of local designation records, and timely notification to designated teachers regarding their status and associated allotments.

27. Communicate transparently with teachers, campus administrators, and the board of trustees regarding the TIA designation process, criteria, timelines, and outcomes to promote understanding and trust in the system.

28. Monitor legislative and regulatory updates related to TIA and advise the superintendent and board on any changes required to maintain compliance and alignment with state law.

29. Collaborate with the district’s TIA service provider to ensure an efficient and effective plan, including coordinating timelines, aligning local designation system components with provider-supported tools and processes, reviewing implementation fidelity, and addressing concerns promptly to maximize program outcomes for teachers and students.

Policy, Reports, and Law

30. Implement policies established by federal and state law, State Board of Education rule, and local board policy as they apply to curriculum and instruction.

31. Compile, maintain, and present all physical and computerized reports, records, and other document required.

Budget

32. Administer the curriculum and instruction budget and ensure that programs are cost-effective and that funds are managed prudently. 

33. Compile budgets and cost estimates based on documented program needs.

Personnel Management

34. Assist with the recruitment, selection, and training of personnel; make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal. Assist with the implementation of the designated teacher appraisal system.

Communication

35. Provide for two-way communication with principals, teachers, staff, parents, and community members.

36. Demonstrate skill in conflict resolution when working with administrators, parents, teachers, staff, and community members.

37. Monitor current professional research and disseminate relevant ideas and information to other professionals.

Community Relations

38. Articulate the district's mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing the district's mission.

39. Demonstrate awareness of district-community needs and initiate activities to address those needs.

40. Employ appropriate and effective techniques to encourage community and parent involvement.

Education Grants

41. Research, identify, and pursue federal, state, and private grant opportunities that align with district instructional goals and student achievement initiatives.

42. Coordinate the preparation, submission, and management of grant applications in collaboration with campus administrators, department directors, and other district staff.

43. Oversee compliance with all grant requirements, including reporting, fiscal management, and program implementation, to ensure adherence to federal, state, and grantor guidelines.

44. Monitor and evaluate grant-funded programs to assess their impact on student achievement and instructional effectiveness; prepare required progress and final reports for grantors.

45. Maintain accurate and complete records of all grant-related documentation, expenditures, and communications in compliance with district policy and applicable law.

46. Collaborate with the business office to ensure appropriate budgeting, accounting, and auditing of grant funds in accordance with Generally Accepted Accounting Principles (GAAP) and grantor requirements.

47. Provide training and guidance to campus and district staff on grant program requirements, allowable expenditures, and implementation expectations.

Supervisory Responsibilities: Supervise and evaluate the performance of instructional supervisors and support staff assigned to the Curriculum and Instruction Department.

Working Conditions

Mental Demands: Reading; ability to communicate effectively (verbal and written); interpret policy, procedures, and data; coordinate district functions; maintain emotional control under stress.

Physical Demands/Environmental Factors: Frequent district wide travel; occasional statewide travel. Occasional prolonged and irregular hours. Work is performed primarily in an office environment with frequent off-site travel.
