Qualifications:
Education/Certification:
Master’s degree in nursing preferred
Valid registered nurse license from the Texas State Board of Nurse Examiners
Certified by Texas Department of Health to conduct vision and hearing screening
CPR Instructor Certification
Special Knowledge/Skills:
Ability to organize, direct, coordinate, and evaluate health services delivery system
Ability to implement policies and procedures

-
Provide leadership in development, administration, implementation, coordination, and evaluation of a comprehensive program of health services for District. Participate in nursing policy formulation and decision-making. As District registered nurse, provide health services to students. Promote health education and preventive health practices for students.
Program Management
- Identify, analyze, and apply current nursing and medical research findings to plan and provide health care delivery for all students. Evaluate and improve school health practices and make changes based on findings.
- Develop programs and recommend policies related to health and safety. Provide expert advice to district administration and other departments regarding policies, procedures, nursing, and healthcare standards on matters impacting student, staff, and the community.
- Manage the delivery of all campus health services and ensure consistent implementation of school health policies regarding immunizations, communicable diseases, medication, and emergency care of ill and injured.
- Perform duties of school nurse at assigned campus.
- Determines objectives and policies of health program in conjunction with nurses and other staff to all concerned.
- Help staff interpret school health policies regarding immunizations, communicable diseases, medication, and emergency care of ill and injured.
- Collaborate with District-level administration to integrate and implement health policies and practices with priorities of the District.
- Develop and coordinate continuing evaluation of health program and make changes based on findings. Recommend policies to encourage program involvement.
- Help school nurses and nurse aides manage all components of campus health service programs by telephone and through on-site visits.
- Consult with campus staff on referrals and provide follow-up services to meet health needs of students including participation on Admission, Review, and Dismissal Committee, crisis team, and school committees.
- Participate in assessment and reporting of suspected child abuse.
- Coordinate activities of the health program with outside agencies and members of medical and health care community to ensure that students have access to adequate health care services.
- Serve as member of District committees related to health and safety issues of students and staff; such as crisis intervention, planning teams, staff wellness programs, and exposure control committees.
- Facilitate/lead Student Health Advisory Council (SHAC).
- Organize and administer health services budget and ensure that program is cost-effective and funds are managed prudently.
- Compile budget and cost estimates based on documented program needs.
- Implement and comply with policies established by federal and state law, Texas Department of Health rule, State Board of Education rule, and board policy in health services area.
- Compile, maintain, and file all physical and computerized reports, records, and other documents required including accurate, updated records of health information for all students and submit to Texas Department of Health and Texas Education Agency as needed.
- Order supplies for all campus clinics and distribute.
- Recommend equipment purchase, replacement, and repair to meet campus health service needs.
- Provide direct care utilizing professional assessment skills, the nursing process, and established school health protocols.
- Serve as health advocate for students.
- Notify parents of accident or illness and secure medical care for students in emergency cases (if parents or emergency contact cannot be reached).
- Coordinate management system to administer medications to students at school. Administer medications according to District policy and procedures.
- Establish and implement effective procedures for mandatory screening programs. Make referrals as necessary.
- Develop and coordinate continuing evaluation of campus health program and make changes based on findings.
- Interview, select, and train of all health services personnel and make recommendations about placement, assignment, discipline, and dismissal, working cooperatively with campus principals.
- Seek input from principals when evaluating school nurses and nurse aides to ensure effectiveness
- Observe employee performance, record observations, and conduct evaluation conferences with staff.
- Supervise and train nurse aide(s) and LVN(s) in clinic procedures and responsibilities according to District policy.
- Develop training options/ improvement plans to ensure exemplary operation in the health services area.
- Serve as resource, support, and mentor for staff nurses.
- Be aware of medical developments in health fields that could enhance program effectiveness.
- Plan and conduct professional development, orientation, training, and certification programs for nurses and nurse assistants.
- Maintain certification in CPR, vision and hearing screening, and as a health screener.

Supervisory Responsibilities:
Supervise school nurses and nurse aides (extenders) at campuses throughout District.
Equipment Used:
Thermometer, blood pressure cuff, audiometer, otoscope, sphygmomanometer, vision screening equipment, thermoscan, basic clinic equipment, personal computer, and copier.
Mental Demands/Physical Demands/Environmental Factors:
Tools/Equipment Used: Standard office equipment including computer and peripherals; may use standard medical clinic equipment including automated external defibrillator (AED)
